It was determined that a comparison of the actual grant payment amounts to the necessary estimated monthly household expenses would be appropriate. For the entire population of 2,702 TFIP initiative participants, the average total grant amount received was $2,963. Per four-week period, grant payments amounted to $1,195. On an aggregate basis, the income from the TFIP initiative was approximately 85% of the amount required to cover the cost of the estimated necessary monthly household expenses, which may or may not have been sufficient at an individual level.
