It was a world title. But the WWE treated it as a “junior” world title, I guess, because the guys winning it were often mid-card wrestlers or talent who were just working their way up to the main shows (Raw and Smackdown.) Wikipedia’s right, they could face the ECW champ if they won the Rumble, or Money in the Bank, for that matter. But WWE would never do that because they didn’t think it would do any good to build-up the ECW championship further than they did. They wanted it to remain a “junior” title on purpose. If you’ll notice, many previous ECW title holders went on to one of the main shows after losing it– so you could almost think of it as their “ticket” to the “real” shows, getting them off the FCW…er, I mean, ECW show where they were largely ignored by the company and fans alike.
