I doubt anyone believes Cheney deliberately shot his hunting partner. Having said that, however, I would say taht it was incredibly negligent. When you’re hunting, if you are a responsible hunter, you have a constant awareness of the precise location of other members of your hunting party. If you don’t know where they are, you don’t shoot. They may be just over a small hill, about to come from behind a tree, or sitting behind a berm or rock and ready to stand up. Yes, accidents do happen…but they can be significantly minimized by a) knowing who your are hunting with, b) knowing where they are at all times, c) being absolutely sober, d) being careful. I would say it wasn’t an accident as much as it was gross negligence.
