Was the BBFC right in refusing a certificate for the film Grotesque?

I think its right for it not to be shown in public, but should have been given a certificate for DVD. By all accounts the main reason for refusal was the film did not have much of a dialogue and not much interaction between characters other than the torture. You can pre-order it on Amazon.
