Was the bar staff putting water in the drinks and not vodka?

I’ve very rarely gotten drunk when I’ve been drinking spirits and mixers in a bar. Only once I think, so I’ve always assumed that they water down the spirits and don’t put that much of the watered down spirit in the glass.
