Was Schanghai the correct (or an acceptable) German spelling of Shanghai in 1940?

It appears in ‘Invasion 1940 – The Nazi Invasion Plan for Britain’ by SS General Walter Schellenberg, published in 2000. My understanding is that nowadays Shanghai is the same in English and German. Selbstverständlich bin ich kein deutscher Gelehrter.
