Neil Armstrong is the first Man known to have set foot on the Moon. If somebody else went before him, then we never found out. Given the situation at the time, it would be very unlikely that somebody else managed to go there without everybody else (especially the USA and the USSR) finding out about it. If a person tried to convince us that somebody else was first, we would require very solid proof (not just hearsay evidence).
