Although Ms. Galindo and Ms. Devin were the only persons charged by the U.S. government, it should not be presumed that they were the only adoption facilitators engaging in bad practice. The U.S. government is limited in their ability to investigate and prosecute Cambodian citizens. Most of the facilitators placing children with American families were Cambodian. Official documentation shows that of the over 1000 children who were granted U.S. visas, virtually none had identifying information, even though investigators learned that orphanages often did have info on the children. Human Rights groups such as LICADHO have published information about adoption problems involving other orphanages and facilitators. Also, official documents available from the Galindo case name many other persons who were once employees of Ms. Galindo who later became independent contractors.
