No, Germany was not to blame they just foolishly gave Autria-Hungary a blank check that practically funded the entire war. The blame should have been placed on Austria-Hungary and Serbia because Serbia wanted access to the sea and Austria-Hungary didnt want them to have this so they blocked them by establishing Albania. Serbia was mad so they sent Serbian National, Gavrilo Princip to Sarajevo, Bosnia (Yugoslavia) to kill an Austrian politician that was unpopular in Austria-Hungary by the name of Arch-duke Franz Ferdinand (who was the 2nd in line) and his wife Arch-dutchess Sophie.
