Yes Clinton was impeached. The House or Representatives votes for impeached of which they did. Once the House has impeached, the president is then given a trial deciding whether or not to remove him from office. There, the president gets the opportunity to plead his case in the Senate. Clinton won that trial. But yes he was impeached technically… just not removed from office.
