Was Dr Kelly a victim of Downing Street spin?
After his admission that he had met Gilligan it seemed at first Dr Kelly would escape with a stiff verbal reprimand. Interviewed on July 4 by Richard Hatfield, the personnel director at the Ministry of Defence, he was told that he had not breached the Official Secrets Act and no formal disciplinary action would be taken. At no time, according to Mr Hatfield’s notes, was there any mention that Dr Kelly’s name might be made public. But two days later, after the intervention of Alastair Campbell and the No 10 inner circle, Dr Kelly was thrust centre stage. At the request of the Prime Minister he was hauled back from a training course for “deeper analysis” at another interview. It was then he was told it was “quite likely” his name would come out. At home in Southmoor, Mrs Kelly, had begun to notice her husband seemed to be under increasing pressure. He was worryingly tired and quiet.
