Authority and requirements for producing this plan came from a variety of directives, executive orders, court orders, and other sources as described in Chapter 1 of the Draft EISs. Land use planning by the Forest Service and Bureau of Land Management is required by Federal law. The Record(s) of Decision will be signed by the appropriate Forest Service Regional Foresters and BLM State Directors. Implementation of the selected alternative following a Record of Decision will require congressional appropriation of funds to the agencies.
