You need to read across L1 and L2 to get 220. You have to run the two seperates 120 volt wires from different lines in the panel. If the 120 volt wires you ran are from the same phase then you will not have a potential difference between the lines. If you just rigged it off a couple of 120 volt outlets you probably have 120 volt wires from the same phase. You need an actual line 1 and line 2 feeding that heater. The smart thing to do would be to wire the circuit off of an actual 220 volt breaker in your panel, but it sounds like you are trying to rig up a fire. Did you read the directions carefully that came with the heater?
