ANSWER>It shows how effective a province is at producing grain. A 5.0 grain province means that one man in that province produces five times as mush as a similar guy in a 1.0 grain province. This doesn’t mean that 5.0 provinces always produces more grain then 1.0 provinces. The final production is multiplied with number of people working in farm, multiplied by transport effectiveness and number of aristocrats.
