No, you will not be charged. Verizon Wireless Mobile IM does not use data, it is all text messages, therefore your unlimited messaging plan should cover all IMs, and signing on or off. When you ‘update your buddy list’ or sign on or sign off, your phone sends a message and waits for a reply with the buddy list and information. From the verizon wireless mobile im website- “Instant Messages sent and received, requests to refresh the Contact List, and Service Requests (Sign on, Refresh Contact List, Add Contact, Block Contact, Sign Out, etc.)are billed as TXT messages according to your pricing plan or TXT bundle. Verizon Wireless highly recommends TXT bundles or price plans with unlimited text messaging for Mobile IM users.” I don’t know how the other user- who supposedly works for verizon could get this answer wrong, this information is in all of the brochures and websites and training.
