During an outbreak there is usually a common line of text in the message title, body or subject line, (e.g. the “I Love You” or “BubbleBoy” viruses) or if the file type or file name of the new virus is known, the system administrator can simply set a filter for one of these elements, and apply the rule – Reject. Before the message is fully received, it is rejected. No bandwidth is spent scanning or quarantining this message.
