Absolutely. If you didn’t qualify as a bona fide visitor when you applied for a visitor visa, your chances of qualifying as a bona fide visitor for pleasure under the VWP are very poor. In order to enter under the VWP, you have to have an ESTA authorization. DHS uses the application data to screen the individual before granting authorization to travel to the United States under the VWP. If you have been denied a visitor visa by the State Dept., you are not going to get an ESTA authorization, and without an ESTA authorization, the airline is not supposed to permit you to board, and if they do permit you to board, the CBP officers at the port of entry can, and probably will, put you on the next flight to your port of embarkation. You’ll spend 3 to 12 hours in the U.S., in CBP custody, and you’ll be back where you started shortly after you departed. EDIT: If you honestly answer all the ESTA questions, you’ll be referred to the visa office.
