For instructions on how to configure some of the more common pop up blockers, firewalls, and security software (Norton, McAfee, etc…) click here (pdf). Another option is to temporarily by-pass pop-up blockers. Press the CTRL key while clicking the compose or reply button in e-mail or the attachment. You will need to keep the CTRL key pressed until the new window appears. This works for most but not all pop-up blockers.
