Only licensed firearms dealers who are also DOJ Certified Instructors may delegate HSC test giving and HSC issuances to their employees. Non-dealer DOJ Certified Instructors may not delegate testing/certificate issuance responsibilities. Similarly, employees at firearms dealerships who are DOJ Certified Instructors may not delegate testing/certificate issuance responsibilities.
