Under this measure, if a governmental entity collects more in taxes than their spending cap, what happens to the excess tax collections?
This measure does not direct how excess tax collections will be used. However, before those taxes can be used through increased budget expenditures, the voters will be given a voice in whether or not those expenditures will take place. One of the options voters will have is to direct elected officials to reduce taxes and thus allow taxpayers to keep more of their money for their family to spend or save.
