I assume its 4 parts cement and 7 parts sand, and also 6 parts cement and 13 parts sand. If so, you would have 7 parts sand out of a total of 11 parts. so 7/11 = 0.636 and likewise 13 parts out of 19. 13/19 = 0.684 Therefore the second mason used more sand.
