First, there are several different chassis that HP has installed in D5259A, from different manufacturers. You need to provide a FCC# or a chassis code, to help pinpoint the one you have. IF your chassis code is C7B (Tatung chassis), my schematic for the Tatung C7B shows R443 = 1K, R451 = 1.5K, R452 = 1K. Also along the same circuit, are C451 (1uF/250V), C323A, C326A, VR321 (20K), R320 (3.3K), R325A (2.7K), and IC401, so these could be checked for damage as well. I would also be suspicious that the B+ regulation circuit and/or the flyback, is bad.
