It is fixable if you want to go that route but chairs are fairly inexpensive these days at places like office depot and from a practical point of view it will most likely be about as cheap to replace as repair. Most chairs have a pneumatic lifting device and the manufacturer can provice you with a replacement if you contact them but its cost plus shipping might prove me out. I would replace it.

The gas cylinder has likely sprung a leak. You can get replacements, but they are relatively expensive and difficult to swap. For the price of chairs at the office supply stores, it’s hard to justify doing the work unless what you have is an expensive leather chair or Aeron.
