There is only 1 card left in the deck and i triggered a Comeback (Gate) Icon. Do i Refresh my deck or retrieve my Character card first?

First, create your deck. Following that, resolve the ability of the Triggered icon, and retrieve a Character card from your Waiting Room, even when there are no Character cards in your Waiting Room. Then, put the Triggered card to your Stock. Finally, as the last step of Refresh, put 1 card from the top of your deck to your Clock.
