There is a Sheriff Patrol car at my neighbor’s house. Why doesn’t the Police Blotter indicate what’s happening?

The Police Blotter will only show incidents that are “Closed”. As long as a patrol car is on scene, the incident is “Open”. Check the Police Blotter after the patrol car has left your neighbor’s. The call should appear within a half hour.
