The underwriting of grower payments for wheat by the Australian Government ceased when the Australian Wheat Board was privatised in 1999. Since then payments have not been guaranteed. Growers’ confidence that they would be paid under the single desk was based on AWBI’s payment record and creditworthiness. The new arrangements brought wheat export marketing in line with marketing practices that operate for other grain industries and agricultural commodities.
