The Dead Can Dance compilation A Passage In Time might be a good place to start, although some dislike its selection. The only Cocteau Twins compilation is The Pink Opaque, which only covers the period 1982-1984 and is also out of print and hard to find. Perhaps a good recommendation is to cite the list’s collective favorites as determined by vote in 1994.
