A. The prioritisation of issues to be addressed was guided by advice from stakeholder groups such as the PbR Clinical Advisory Panel and External Advisory Group. In addition, a number of normative adjustments have been made to specific tariffs to address some of the key issues identified during the development of the 2008/09 tariffs. It was not possible, however, to address all the known issues without putting at risk the issuing of the tariff in December prior to the start of each financial year. Keeping to this timetable is key to ensuring the NHS has the necessary time to plan with the national tariff for each financial year.
