XUPV2P must not be used for new installations of ISE WebPACK. To use this board, you must already be a current Xilinx development tools license holder (version 10.1 or earlier). Currently, the only version of the Xilinx software available for download from the Xilinx website that still supports the XUPV2P is ISE webPACK 10.1.
