If you own a Logitech Quickcam web camera, this issue may be caused by the Quickcam software and its AEC (Acoustic Echo Cancellation) feature.Currently, there is no known fix from Logitech at this time however please visit the Logitech Troubleshooting website for instructions on disabling this feature to restore Windows functionality.
