Yes. But unlike the wedding ceremony, I have no legal authority to preside over an adoption procedure. If adoption is desired, you still have to go thru family court to make it legal. Of course, there’s no reason not to have a spritual adoption, one which binds an entire family, in addition to the bride and groom, as part of your wedding ceremony, if that’s what you want.
