It depends on the expertise needed. They definitely try hard to plug into the abilities of laypersons. They just don’t set quotas or percentages. The formula for General Board representation automatically creates lay representation: the district superintendent and a lay person are the first two representatives from each district. Most districts have requirements for minimum lay representation on the district board and on many district committees. However, not all committees nationally or in a district have such requirements.
