No, only one budget per offer is possible. The idea behind asking for 3 different concepts is for the Commission to have a bigger variety of messages to choose from. Should the production cost for the different concepts presented by a tenderer differ significantly, it is possible to propose, together with the less expensive concept(s), other communication tools as well, which are optional (see tender specifications point 4.2) in order for all three concepts to add up to the same budget.
