The Texas Regional Hostmaster FAQ : What is the basic process for getting a domain delegated or getting a delegation changed?
There are two things that are part of every delegation process. It doesn’t matter if the delegation is new or if an existing delegation is being changed. First, the new name servers must be operational and configured to service the domain that will either be delegated or redelegated. They must be on the Internet and able to be queried from any publically routeable IP address. Second, the on-line template at http://www.ns.gen.tx.us/cgi-bin/template.pl must be filled out completely and submitted successfully.
