The rules say that a follower placed on a tower to lock it must stay there until the end of the game. Does that mean that I can use a tower block to capture a follower who is on a tower?
No. You can capture a follower who is locking a tower by using another tower. The rules also state that farmers must stay in their farms until the end of the game, but they can also be captured by towers. Note: capturing a follower who was locking a tower unlocks it and makes it available for further building and capturing.
