While the City’s goal for the ground floor of the site is some sort of active commercial use, there is policy support for mixed residential and commercial use at this location, with residential uses on upper floors or fronting on Penn Avenue. The RFP is silent on housing primarily because the site owned by the City is likely too small and oddly-configured for a viable housing development.
