The NMFS employee cannot help you with study design, hypothesis development, justification for work, or writing of the actual proposal. However, they can be listed as a Cooperator, give you a list of samples that could be collected and a list of analyses (including associated costs and timelines) that you could use in your application. They can also provide you with the write-up on the methods of collection or analyses that are being used to complete this research collaboration. You must identify in the budget justification which costs are to be used by the Federal employee for their collection or analyses (and such costs cannot be part of the in-kind or matching component of the grant).
