The Reorganization Power Up card says that I must use during my Development Phase. Does this mean that I dont replenish the Resource Row after an auction and before I can use this card?

Yes. The most efficient way to use this card is to do a trade usually by trading a card that you want for one you dont want, then using Reorganization to get the card you just traded away along with 4 other cards.
