The regulation requires financial security for private residential developments. Why?
Security provisions have been incorporated into the regulation to reduce financial risk to the province and local governments. In the past, poorly constructed, operated, managed, financed or maintained sewage facilities have been installed without adequate security, disrupting sewage services for homeowners and producing adverse effects on the local environment. The result was that the ministry or the local government had to take over the systems or finance their repair.
