The guy is partially right when he says that “partisan politics” isn’t part of the govt. hiring process. However, social engineering plays a HUGE part in it. The beureaucrats are required, by law, to have a certain number of people of various “disadvantaged” groups. In order to make these numbers, they give certain advantages to people in these groups based upon criteria instead of actual qualification for the job. If, for instance, you are a female, you have a certain advantage over a male. Homosexuals also have an advantage over heterosexuals. The physically disabled get a bump up in the hiring process as well. Certain races and ethnicities also get higher preference over others. So, if you are a quadreplegic lesbian Eskimo, you are a shoo-in over a more qualified, higher educated, more capable white heterosexual male. That is on the lower-stages of govt. employment. That’s how it works for “the great unwashed masses” who try to get a govt. job because they can’t actually produce any
