No, in fact this is a good thing! What this tells you that you have vacuum ready to be used for the next desoldering operation. The reason the pump, at times, will not start right away is that vacuum is already stored in the hose from the valve of the handle to the pump chamber. Vacuum presence will cause a resistance to hold the motor from turning in a start motor mode.
