Dear Jemma It is difficult and debatable to single out one factor as being most important in determining the priority areas. However, if you had to, and wanted to be consistent with taking a NPH approach, the most defensible important, single factor would be social justice. Social justice refers to prioritising the needs of the most disadvantaged groups, thereby targeting sub-groups in the population that suffer the worst health (low socio-economic groups, Aboriginal Australians…). Improvments in these population groups would reduce the prevalence of illness conditions and premature death rates for the whole country, and would significantly address the personal, health, and economic costs to individuals and the wider community.
