The federal regulation states “faculty and senior researchers.” At the University of Minnesota, we have implemented this language as faculty and principal investigators of non-faculty rank. Therefore non-faculty, such as post-docs, graduate students, research assistants, P&A staff, lab technicians, etc. must continue to certify all of their effort, including committed and uncommitted cost sharing.
