The pen doesn seem to work?
This is can be a tricky pen to use. Try holding the pen at a 45 degree angle in relation to the paper. Keep the metal point facing up. Apply firm, steady pressure. Pull when your stroke rather than pushing the pen out or drawing to the sides. This pen will not work if you hold it straight up or if you draw with the metal facing down. It also will not work well if the nib is clogged with paper fibers or the ink flow to the tip has been broken.
