The Provider services are not in the specification and the Provider arm of the PCT has been separate from commissioning for some years now. There is nothing to prevent bidders from negotiating or discussing provision of services with the Provider arm of the PCT. The only issue is that bidders cannot discuss these services with anyone who is involved in this procurement process.
