This will vary depending on the nature of the priority. In some cases it will be possible to offer precise outcome targets, such as in primary numeracy for the year 2004, followed by a statement of intention to consolidate this gain or to add further improvement by 2007. Some LEAs prefer to set down an aspiration for 2007 at this stage. Either approach is appropriate. National targets have not yet been set for 2007 and in any event it would seem sensible for each LEA to reconsider targets for 2007 in the light of progress made by 2004. In other priorities it may be that the school improvement programme is something that is intended to be successful within the first three years of the EDP2. In this case it may be appropriate to write a simple qualitative statement of expected outcomes, with some supporting quantitative targets where appropriate.
