This may depend on the ftp client configuration, and in particular the connection mode. It is recommended to configure it as Active. To do this with IE select Tools->Internet Options and then select the Advanced tab. Uncheck the checkbox “Use Passive FTP (for firewall and DSL modem compatibility)”.
