By exploding his fertilizer bomb, which was only capable of doing superficial damage, and being tied to the militia, his act would take down the militia movement. It didn’t work out that way, at least for McVeigh. Inside bombs blew the building down. Perhaps McVeigh knew about the inside bombs, perhaps not. At this point what could he do? I’m sure a death threat to his family would be all it would take to make him go ahead with his part of the operation. He was set up as the patsy and all blame was put on him.
