The Secretary may award a cooperative agreement instead of a grant if the Secretary determines that substantial involvement between the Department and the recipient is necessary to carry out a collaborative project. (34.CRF 75.200 (b) (4)) In awarding a cooperative agreement, the Secretary includes conditions that state the explicit character and extent of anticipated collaboration between the Department and the recipient. (34 CFR 75.234 (b). Several weeks after sending notification of a Striving Readers grant award, Striving Readers program staff will contact grantees in order to establish a cooperative agreement regarding implementation of the grant.
