I was told in my state of Louisiana, if the health insurance premium exceeds 10% of the income, the state can not force you to pay health insurance. It is considered to expensive

Yes. Health insurance must be included in any child support order. Even if it is not available immediately, the court will order the non-custodial parent to provide insurance when it does become available. This applies to all cases.
